If Congress passes climate change legislation, (1) what is the most desirable form of such legislation; and (2) how would the new law be enforced? Will efforts to achieve climate change legislation be successful? What are the benefits/drawbacks of various climate change proposals? How do domestic legislative efforts to reduce greenhouse gas emissions account for the existence of international climate change arrangements?
